DBWASTE: Converts a HOWMESSY file to a webpage

HOWMESSY creates a report and a file. DBWASTE reads the file and creates a webpage from the data. Here is an example. Here is the job stream. It's a STREAMX job (VESOFT). (Reflections WRQ Labeled Format)
